Instructions on how to install google hands free operation would be welcome
Voice hands free for answering a phone call, make a call , cease a call, ask google maps or open a third party satnav app requesting directions, close apps, start and stops tracks on Spotify.
I ask as the UK has new rules that compulsory require mobile devices have hand free operation working in car whether stationary or moving.

a Bluetooth headset
voice command
a dashboard holder or mat
a windscreen mount
a built-in sat nav

Well in simple terms you can’t with Google with out compromising the privacy of the device, because it requires you to sign into a G Account at some point on the device… At least AFAICS.
But there are alternatives:
Look up FUTO Voice & Keyboard - this does TTS and STT IIRC so can cover most of what you describe.
Also SherpaTTS can be used for output for apps that support voice, and OsmAnd Maps has its own TTS or supports voice…
But you may not find a way to do the full list you describe, the whole point of a privacy phone is to get away from all those spyware apps and trackers you need for many of the things you list…
I’ve installed futo keyboard and voice, but it doesn’t carryout simple commands, like call so n so, open spotify, play spotify, answer a call. OSMAnd already provides voice directions, but not voice input like directions to a destination. Oh well looks like Ill have buy a satnav device. Phone has standard responses but can’t find how to automatically reply to a unanswered call.
So it’s a switch off when driving, I don’t use voice mail or leave a message on one.
Going to try Dicio
Tried it doesn’t correct interpret my voice, there’s no training, the hey dicio isn’t interpreted correctly, hey guys you or hey does your, hey this you,. I tried system language and English.
Though it translated a tv conservation with o problem.
So deleted both, so I’ll switch phone off and buy a voice control satnav.
Yes, this is well beyond “Speech to Text” (STT - which would simply be able to input text into a text field) and I don’t know of any options for this in de-Googled Android systems. You can look for something like “LineageOS voice system or device control or management” or something like that maybe?
I use Futo Voice Input (Multilingual) for STT, with the models Multilingual “Slow” and English “Slower” and recognize “Silence”.
This means that the recognition is very good (including grammar) when I speak notes, for example.
In Dicio you can set external STT.
Here I choose Futo Voice Input, which works well for me is “Open phone”, or open “MagicEarth” for example.
What also works well is “Open contacts” but the name recognition itself is bad. Names are usually too special for recognition.
The whole thing works well on my headset too.
Android Settings, Default Apps, “Digital Assistant Apps” - Dicio.
With my headset I can then start the digital assistant with a tip on a button.
Then, for example I speak, “Open Telephone” .. The Telephone App is opened, then I have one tip on the Device to start the call ..
I have a general question: When I think about my smartphone listening all the time (for commands), I instinctively cringe. Is there maybe an essay about such voice control apps and data security, where I could read further?
I think the crucial point is whether such an app requires network access or not. In any case, you can disable (and I would) network access for this app. Then everything has to be processed offline.
Good idea hadn’t thought of that , have my pixel 5 as dedicated voice a activated satnav.
