the bug is when i try connecting various USB Cables(including the original Motorola USB Cable) for file transfer, there are no notifications or popup to indicate to be able to use file transfer(USB MTP file transfer). Also I did put my device on “Always allow USB connections” mode and I even put “File Transfer” using Developer Setting and there are no popups or notifications. And i could not do file transfer using USB Cables.
Interestingly, the cables works normally for charging my device.

Step-by-step reproduction of the issue:
Connect USB Cable to the device(as you would in normal USB File transfer).
Make sure you put device on “Always allow USB connections” mode and even put “File Transfer” using Developer Setting.
You’ll notice that there are no Notifications or Popups to indicate File Transfer and cannot do File Transfer using USB Cables(i’ve tried with various Cables and Linux/Windows PCs(Ubuntu, Linuxmint, Windows 10, Windows 11).
Expected behaviour: Should work normally as intended
i did all that but it doesn’t work, and interestingly it gets more complicated than this issue, i.e., now the android debug bridge & fastbootd wont work the only thing work is fastboot similar to this article
note:
1. im on stock android now i can’t flash iodeOS or any other ROMs anymore not even a GSI since i cannot use ADB and fastboot dynamic
2. if it is a cable problem i shouldn’t be able to be on fastboot mode/bootloader mode but interestingly i am.
Your description is a common one (fastbootD not working only fastboot) when on Windows and not having the correct USB drivers installed. At least this is my best understanding of how people have been stuck before.
@rik So my wife is having the same issue on hers, except hers is working with a computer and not a direct USB stick in the USB port. The USB was working previously but now it cannot connect for file transfer. She is able to connect to a Linux and windows computer she uses, but it fails on the USB stick. The USB was previously working before 7.7, she upgraded to 7.8 and it still has the same behavior. I don’t think its a cable issue, it could be a bug. Also, USB stick works perfectly fine connected to either computer.
Now that I have updated my Motorola G32 (to 7.8), I connected my phone with usb cable to my computer: Everything worked as usual:
Plugged the usb cable, got the notification that the phone is charging, clicked on it and changed to “data transfer”.
Got access from my computer to the phone’s directory.
No, she had used the same stick a couple days prior and was using it on her computer to transfer files that same afternoon she attempted to move said files to her phone. She has a pixel 7 Pro (cheetah). I will test it tomorrow to see if the problem still persists and report back.
When I first plugged in a Motorola G32 to via USB to a Windows machine I could see the phone was detected but the folders were not shown in Windows File Explorer.
The solution in iode 7.9 was to unplug the phone, go to System->Developer Options->Default USB Configuration and select “File Transfer”.
I then plug the phone again and I could see the phone file system e.g.: Download folder. Then I was able to transfer files to the phone.
There is an easier/quicker way: Unlock your G32, then plug the USB cable, a notification will appear that the device is charging, pull the notification down. Click on that notification, it will provide you other possibilities like “data transfer”. Enter your pin code again and data transfer is set.
To further elaborate on @MissPiggy 's comment, this is a security “feature not a bug” so that someone can’t just borrow your phone from your desk while you are out to lunch and copy all your data off it
