National alert NOT blocked?

Today FEMA tested their wireless alert system in the USA which was turned off on my phone yet it still came through. I am running iode’ 4.5. Is there an app I can download to block these?

I think you can turn it of in settings.

That’s what I did and it blocks Amber alerts but not the national ones.
