Lass das “apt” aus der Zeile. apt dient zur Verwaltung von Paketen/Porgrammen
Bei meinem System (Opensuse) lautet der Befehl
sudo chmod +x DATEI, damit wird die DATEI ausführbar gemacht
-v als Parameter steht für verbose, also ausführliche Meldungen, ist optional

Thanks to Deepl I see you saw the same I saw, namely that it is just sudo chmod +x 
apt is great, chmod is great. apt chmod is a bit of a confusion.
I upgraded my pc to debian trixie and the installer works as it should, I was having those issues on debian bookworm though
