I did a bit of digging on this, there are various default settings that prevent user deletion after a certain amount of time or if there are posts by the user. The best I can understand is that it is there to prevent holes in threads, but there was discussion on how to keep the post content but anonymize the user, then delete their account.
But the Discourse approach by default is to contact site admins to delete the account (not ideal of course, but that has been their approach). I am taking this as your request to delete your account and will proceed.
UPDATE: for anyone reading this, you can see the original poster was “anonymized”, meaning their posts remain, but their account information along with any personal information about it was all removed. This seems like an acceptable solution to not break up threads they posted to, but also respect their request to be removed from the forum.
